Information and Technical Assistance Resources

The U.S. Environmental Protection Agency’s Jobs Through Recycling (JTR) program provides connections to recycling market development efforts nationwide. The JTR program brings together the economic development and recycling communities through grants, networking, and information sharing. Through JTR, EPA supports projects designed to enhance business development, technical assistance, and financing efforts for recycling-related industries.

  The JTR Archive from their listserv focuses on recycling and economic development.  Although the listserve membership is limited by the EPA administrator, all archive correspondence and information is available on the website and is a great source of information.

The National Recycling Coalition is a not for profit working toward the advancement and improvement of recycling, source reduction, composting, and reuse, by providing technical information, education, training, outreach, and advocacy services to members.

The Institute of Scrap Recycling Industries, Inc. is the trade association of the scrap processing and recycling industry, representing 1,500 companies that process, broker, and industrially consume scrap commodities, including metals, paper, plastics, glass, rubber, and textiles.

The Chelsea Center For Recycling and Economic Developments mission is to create jobs, support recycling efforts, and help the economy and the environment by working to increase the use of recyclables by manufacturers.

The King County Commission for Marketing Recyclable Materials uses targeting, market segmentation and barrier identification to overcome obstacles to developing markets for recycled materials.  They work to create cooperative private-sector partnerships with retailers, distributors and manufacturers and operate Linkup, a technical & marketing assistance program working with manufacturers to use more recycled materials.

Resource Recycling Magazine is one of the major recycling magazines. It's site offers summaries of the current issue and a nice database of Links to other organizations.

For 10 years, the BIRV (formerly the Business and Industry Recycling Venture) has helped thousands of Seattle companies adopt waste prevention strategies, set up recycling programs and buy and use recycled products.  Direct services are only available to Seattle business, but good information is available.

The California Integrated Waste Management Board (CIWMB) is responsible for managing California's solid waste stream--helping California divert 50 percent of its waste from landfills by 2000.

The Alameda County Waste Management Authority operates under a joint exercise of powers agreement among the County of Alameda, each of the fourteen cities within the county, and two sanitary districts that also provide refuse collection services. Pursuant to California Law, the Authority is responsible for the preparation of Alameda County's Integrated Waste Management Plan and Hazardous Waste Management Plan and provides support and assistance to its member agencies in the implementation of those plans.  The Authority manages a long-range program for development of solid waste facilities and offers a wide variety of programs in the areas of waste reduction, market development, technical assistance and public education.

Recycler's World is a recyclable commodity trading site including information related to vast range of secondary or recyclable commodities, by-products, used & surplus items or materials.  Also provides pertinent links to other information sources related to each recycled commodity.

Horizon Communication Environmental Information is a not-for-profit international research, film production and development organization. On their site they offer summaries of international projects in a variety of environmental areas. Go to "Waste Management" for reports on recycling.

Based in the Pacific Northwest, the Pollution Prevention Resource Center (PPRC) has an outstanding site for pollution prevention information; grant clearinghouse information, and general environmental news.

Greenbiz has an extensive array of information, especially related to green manufacturing strategies and issues. Business-oriented.

The Earth Systems site offers information and a newsletter on environmental issues, but not much information directly related to recycling.  Some recycled product offerings.

The U.S. Patent Office has an excellent search engine for researching previously issued patents. Old patents can be searched by key word, assignee, category, etc.  Anyone developing a product should check for pertinent existing and expired patents. You can also learn a lot about how things are done by reading old patents.

Inform, Inc. is an independent research organization that examines the effects of business practices on the environment and on human health. Quite a few research reports are available on the site.

Testing Organizations and Testing Equipment Suppliers

 

The American Society for Testing and Materials (ASTM) is the principal organization in the U.S. designing and publishing standards for testing products and materials. Anyone working on product development should consult the ASTM for applicable testing standards. The ASTM provides both key word searches and downloadable standards from their site.

Omega Instruments makes and/or sells a vast array of instruments for temperature, pressure, and other kinds of measurement. Their site is a great place to find out what kind of instrumentation is available.

Advanced Materials Center, Inc. is an independent laboratory concentrating in environmental, materials and product evaluations and testing, such as testing material properties for recycled plastics and a host of other materials.

Polymer Diagnogistics Inc. (PDI) specializes in plastic testing and polymer consulting, including use of recycled plastics.

Virginia Tech's William H. Sardo Jr. Pallet and Container Research Laboratory performs comprehensive research and development work, provides technical assistance, and offers educational programs focusing exclusively on pallets and containers, as well as the materials and fasteners with which the pallets and containers are assembled. They conducted tests on several recycled plastic products evaluated by CWC.

The Innovative Plastics Institute at University of Massachussetts at Lowell conducts testing / research projects (minimum budget of $5,000 U.S.) related to materials development, plastics processing (extrusion screw design, process controls, etc.)

Recycled Content Products and Buying Recycled (Non-Commodity Specific)

The Johnson Design Studio manages the International Design Resource Awards (IDRA), an annual international design competition to encourage the use of post-consumer recycled, and reprocessed and sustainably harvested materials in new product designs and buildings. The Studio is a non-profit and is involved in other activities relating to environmentally sound material usage.

The Pacific Northwest Pollution Prevention Resource Center (PPRC) has compiled a set of information resources on environmental purchasing, to assist purchasers in establishing or maintaining an environmental purchasing program. Included is information that can assist in identifying "green" products, setting up an environmental purchasing program, general and specific resources that are available to purchasers, guides for locating green products, and examples of procurement programs that can be used as a guide for purchasers building or improving their own programs.

U.S. EPA Buy Recycled Fact Sheets are available on products receiving approval through the EPA's Comprehensive Procurement Guideline (CPG) program.  This program intends to promote and set policy for federal purchasing of products that contain recycled material.  Informative fact sheets are included on some of the recycled commodities.

The King County Environmental Purchasing Program assists County agencies in implementation of King County Policy requiring agencies to use recycled and other environmentally preferable products "wherever practicable."    This program publishes [electronic] Environmental Purchasing Bulletins, highlighting recycled and environmentally preferable products, materials, events, contracts, and success stories.  The bulletins are available online.

The Buy Recycled Business Alliance is a group of organizations committed to increasing the procurement of recycled content products through supporting education and development of programs that provide useful information to purchasers of recycled content products.  The site contains a listing of companies that sell various recycled content products.  Also utilizes an on-line forum to help answer questions among listserv participants.

The Architectural Record magazine provides this site to help set standards for "Green" projects. They also list green products under the appropriate standard categories. Recycled glass tiles are listed under "finishes."

Recycler's World is a world wide trading site including information related to secondary or recyclable commodities, by-products, used & surplus items or materials. Provides a platform for many kinds of recycling businesses. The listings and Links can be useful for contacting various equipment and materials companies.

The Used Building Materials Association is a non-profit, membership based organization that represents companies and organizations involved in the acquisition and/or redistribution of used building materials.

APEXQ hosts a huge database of secondary plastic available for e-commerce. The database lists millions of pounds of post-industrial and post-consumer plastics, in many forms and specifications.

The U.S. Department of Energy Glass Industries of the Future Solicitations has targets the glass industry as a potential source for national energy savings. This site describes the department's programs for the glass industry.
