A. PROJECT AND TECHNOLOGY DESCRIPTION (1 Page Maximum)

1. Briefly describe the overall project, technology, and materials, and the technical objective(s).
2. Describe any technology or product acceptance barriers or strategic opportunities this project addresses. If barriers are identified, what specific ideas or steps are proposed to evaluate or minimize such barriers.

B. APPLICABILITY & TRANSFERABILITY (1/2 Page Maximum)

3. Describe how information obtained as a result of this project might be transferable and/or applicable to the needs of peer companies. Per the instructions, identify what portions of the proposal and project, if any will be considered proprietary.


C. RECYCLED MATERIAL CONSUMPTION (1/2 Page Maximum)

4. What is the current available capacity to recycle or consume recyclable feedstock? Estimate any change in this available capacity as a result of this project. Also indicate the current recycled content of the traditional, or existing, or competing product, and the estimated percentage recycled content of any new product that will be (or could be) manufactured.

D. DETAILED WORK PLAN AND ACTIVITY-BASED PROJECT BUDGET (3 Pages Max)

5. Work Plan: Present the individual tasks in a detailed, chronological work plan, indicating who will perform the tasks. If [Agency] consulting services are requested (as the only assistance, or supplemental to the cash funding), provide a work plan estimating the number of [Agency] consultant hours needed to accomplish the project or task.
6. Deliverables: Identify the deliverables for each step of the work plan. Project deliverables MUST include project summary and invoice on or before xx, 200x, progress reports at least every two months thereafter, and a final project report and executive summary. (Please refer to General Instructions for public disclosure requirements for each project).
7. Timeline: Provide a timeline for the work outlined in the work plan, including provision for preparation of project deliverables.
8. Budget: For all projects requesting cash, provide a budget, itemized by task, for the work outlined in the work plan, including the hours and unit costs for all non-[Agency] personnel (including service providers and other partners). Exclude [Agency] consulting hours or travel in this budget. Include any non-labor expenses (material, travel, communications, etc.). The budget presentation should be task or activity-based (e.g., labor and other expenses per task). Identify proposed staff by name, hourly rate, and expected use during project execution.
9. Matching Contributions: For each task in the work plan and budget, itemize all cash and in-kind match that will be claimed for this project Indicate who will provide each match component, the nature of the match (cash contributed to the project, time/labor, travel expenses, material expenses, other). *For projects only requesting [Agency] consulting services, assume that a match value of $100 per consultant hour is required.

PROPOSAL AGREEMENT

The purpose of the Recycling Technology Validation and Assistance Projects is to assess current processes for improvement opportunities, test processes, and/or test material and technology developments as solutions to specific problems in recycling and as strategic means of engaging new markets. It is intended that the results of this assistance will foster the development of the recycling industry in the US.

The funds used for these services are public funds and the information exchanged in the provision of these services is subject to public disclosure legislation, with exceptions as noted in this proposal.
