From 1994 through 2000, the CWC
acquired state and federal grants to fund research projects for
businesses and manufacturers that have potential for increasing
the use of recycled materials in new products and processes. The
CWC called these awards "Technology Validation Projects"
or TVPs.
During this time period, over 80
projects were awarded funding. Awards averaged about $20,000 to
$25,000 each and required matching funding from the recipient. Each
project was diligently planned, contracted, and managed by CWC staff,
and in some cases an intermediary service provider.
Since the funding came from public
sources, every research project required publication of the findings
in a project report. In some projects, portions of the product formulations
or specific processing parameters were kept proprietary. If an applicant
proposed a project that was too proprietary, it was not funded due
to the nature of the information disclosure required by publically
funded projects.
