OFCCP Lowers Annual Veteran Hiring Benchmark

What's New

The Office of Federal Contract Compliance Programs (OFCCP) has updated its annual Veteran Hiring Benchmark to 5.1%. The annual benchmark represents the national percentage of veterans in the civilian labor force. Most federal contractors use the benchmark to assess the effectiveness of their veteran recruitment and hiring efforts during the preceding AAP (affirmative action plan) cycle. The new figure is down slightly from the 2024 benchmark of 5.2% and continues the downward trend that has occurred every year since OFCCP established the benchmark in 2014, when it was set at 7.2%.

What It Means

The revised benchmark, which took effect July 30, 2025, can be used for new AAP annual cycles that begin on or after that date. AAPs established before July 30 will retain the previous benchmark until their next cycle.

What You Should Do

This update underscores OFCCP’s continued enforcement of the agency’s nondiscrimination and affirmative action compliance requirements for protected veterans and individuals with disabilities. Contractors should ensure that their 2025 AAPs are in place and compliant. CWC members may direct questions on the technical requirements of the disability and veteran AAPs to [email protected].
