New CWC Resource Explains California State Contractor Nondiscrimination Requirements

October 17, 2025

What's New

CWC has released a new resource that details the nondiscrimination obligations that California imposes on its contractors, including the requirement to implement and maintain a nondiscrimination program.

The Office of Compliance Programs monitors contractor compliance with California’s nondiscrimination laws. CWC’s Guide to California State Contractor Nondiscrimination Requirements will help CWC members understand and comply with these requirements.

What It Means

Many states and localities require companies seeking to do business with the jurisdiction to either maintain or submit an affirmative action or nondiscrimination program. Following the rescission of federal Executive Order 11246, many federal contractors have asked whether such state and local affirmative action requirements remain intact or whether AAP modifications will be needed.

The answer varies by jurisdiction. CWC will publish additional state and local resource guides to ensure that our members have access to updated compliance resources.

What You Should Do

CWC member organizations subject to California nondiscrimination requirements should consult CWC’s new resource as they work to comply with the state’s standards. CWC members who desire help can contact CWC staff through MemberAssist at [email protected].
