New Web Form Available For Minnesota Annual Compliance Report

Covered Minnesota state contractors must obtain a Workforce Certificate every four years from the Minnesota Department of Human Rights (MDHR). To maintain the Workforce Certificate, covered contractors also must submit an Annual Compliance Report to MDHR.

Minnesota recently updated the procedure for submitting the Annual Compliance Report. Previously, contractors submitted the report via email or postal mail. Effective immediately, contractors will submit the report online.

This web submission format is designed only for the Annual Compliance Report. State contractors submitting applications for the Workforce Certificate or the separate Equal Pay Certificate must continue to email MDHR their materials.

What It Means

Effective immediately, all covered Minnesota contractors must submit their Annual Compliance Report using the web form. A complete report contains both Part 1 “Year in Review Narrative” and Part 2 “Data Analysis” Excel workbook with workforce data from the past year.

Although Workforce Certificates and Equal Pay Certificates must still be submitted via email, Minnesota is developing a new portal called “MyCert” that will allow contractors to submit these applications electronically. When MyCert becomes available, the portal will replace the web form for the Annual Compliance Report.

What You Should Do

Covered contractors should submit upcoming Annual Compliance Reports to MDHR using the web form and watch for the new MyCert portal.
